The case of the missing arrows

Where oh where did my arrows go? On my iMac I have 2 sets of arrows for my scroll bars. A set on the top of the scroll bar, and a set on the bottom. Although many do not like this option - I do. Naturally, after setting up my iBook, I wanted to have this preference set the same. However, I can not find out how to set the preference in Mac OS X 10.4.2!

Confused, I looked on my iMac (also running 10.4.2) and it still has the double set of arrows. I looked at the preferences (System Prefs > Appearance) on both machines, and it seems that 10.4.2 removes this ability. However the ability to do so must remain - since 10.4.2 did not change the option on my iMac.

Does anyone know how to set this preference? Is it actually missing in 10.4.2? Or am I just missing something?
